Hi, Diosmaray Na Anrow sagamin Na Oasnon;

If you are in observance to what is being talk about sa Tambayan, IT is the way of life sa Pinas, sa Oasnon.

So, how can we Oasnon away from oas make a difference, the way they Vote, the way of Life they had, and will contentiously.

This is where the Emphases of the Power of the Holy Spirit comes In at Baranggays, that had been consecrated to the Divine Mercy. ( To Know The difference of The "Word" of God, and take it into our daily way of Life So Blessings may finally come to us ). This is The Mission. ( ANKO Inc. ).

1. Every Gospel, and Words, has its meaning to our daily lives, how we apply It into our everyday life. ( this is exactly what we are addressing to our local oasnon who are attending the Divine Mercy after the Holy Hour ).

2. If only People will read, heed what is being talk about during The Mass, specially when the Gospel is read. and homely is given. ( that is why we are praying hard that, If possible Oasnon Priests or retired oasnon Priest must come home and join us, so oasnon may have enlightened, what is Life after All ).

3. Hope that last Sunday, was the second Sunday of Advent and oasnon did light up the Second candle, ( Peace, reconciliation and forgiveness, With this in our Hearts, we may finally be enlightened and receive full guidance from the Holy Spirit ).

a. By the way i forget to tell redzar what is Next to ( oasnon.org communication).

b. The second part at the Dream was "PEACE". It was about 5 years, of ( 7 years had past ), since we had lounge the ( www.oasnon.org ). This "Word", "Peace" may take us another 5 years to comprehend, observed, interpret, and to finally obeyed in our hearts. finally be practice. ( to redzar, my friend you can Not retire yet, your in, in this mission ).

The third part on the Dream will be reviled in 2015. that is after 2012.

This Advent Season 2009 is Very meaningful to All Oasnon, kindly take a note of IT.

Peace be With You All Oasnon,

greg c.

NB
This is my humble contribution to Tambayan session, may The Good Lord guide us All, before the election time on May 2010.

*** i have something to share to all Oasnon. with my 6 months in Oas, an opportunity come last June 12, 2009, at "Hula LaLa" resort, when the Mayor learned that I was also at the resort, He invited me for the LGU occasion ( Philippines Independence Day ), and we talk several issues, one is the very intriguing postings of JP's, as we go over it, and arrived to a conclusions.

The Mayor said to me, that, in all history, ALL the mayors of Oas, He was the Only Mayor who did Not spent money out of His own packet.

That even him self, He was amassed, he said that He was "Favored", He was "Blessed" for the Mayor-ship of the Town Oas.

My reaction to The Word He used, was to enlightened Him about "Blessed", and "Favored", this two words in the book of wisdom Are commonly used to those Who are Closer to God, meaning theirs of Importance, That a Covenant had been in placed between Him and The Lord God.

My advice to Him, was, Take good care of that "Favors" and "Blessings", for IF you FAIL to Know What Was That "Favor" Is For,...You will fine your self in trouble with The Almighty Father. His respond to me was, Ohoo Yes "tukayo" IF He will Give me another Chance, in 2010, It will be a Pay Back to "Him", to The Oasnon, to the Community, in fact I'm starting It Now, He said to me. It's just that, It's Not over Yet. but look around you. New Faces ( buildings, developments will be in place ).

Is this True ?,...will see after 2010.

So sorry to share this, but it did come to pass.

Malang Arang provided some very interesting observations on public market operation and even made suggestions about how public market revenue should be quantified. He is an astute observer and, although the revenue sources got mixed up, gave us a window about how public enterprises such as a public market contribute to the town’s revenue. Basically, a town’s major revenue sources can be broken down into the ff:

- public market fees
- slaughterhouse fees
- real estate tax
- business tax
- other revenue sources

Other revenue sources include grants or donations given by local or foreign donors or entities. This also includes non-business or non-tax related fees levied by the local government.

Added to this is the Internal Revenue Allotment (IRA), the national government’s share of the budget to the LGU. Strictly speaking, the IRA is not a revenue source but considered a part of the LGU income stream, and thereby included in its yearly budget. In 2008, Oas’ total revenues stood at P8-9 million, about 7-8% of the P69 million IRA share.

Local government’s almost total dependence on the IRA to fund LGU operation – a major source of revenue and a reliable fund source – leaves local officials oblivious, if not, lackadaisical enough to improving local revenues. It is this lack of awareness of how the town’s income can be bettered that make them splurge on projects, given the constancy and availability of the IRA.

Gone are the days when public enterprises are treated as government subsidies but as public enterprises, with costs and revenues scrutinized and income (not loss) treated as a primordial concern.

In the case of the Oas Public Market, has there been an honest-to-goodness examination of how revenues relate to cost? Given the level of expenditure invested, are the costs recoverable? What level of subsidy are allowable and how tolerable is this (though not desired, a subsidy is allowed as a matter of public policy)? Has the Local Revenue Code, especially on the section on Public Market Fees, been reviewed for relevance and realism due to changing times? Have the fees been upgraded to bring them to present-day costs?

Knowing a public enterprise’s cost-revenue structure is key to understanding whether a public enterprise will make money, end up being subsidized, or a losing utility. The cost-revenue structure is also critical to rate-setting.

What rhyme or reason prompted public officials to adopt P350/month for a market stall, P5 for a plasada (street fee), or P20 for a papag? Does these fees apply for all kinds of goods (dry goods, vegetables, meat, fish, carenderia, etc.)? With these rates, is the town earning money after all costs are considered? Where does the P5 non-ticketed earnings from the plasada go? Are the market tickets numbered or not (this is an accountable form), and are the collections checked against the tickets? Importantly, are they being audited?

The P400,000 public market revenue for 2008 is puny, even if Malang Arang’s slaughterhouse fees and business permit fees are taken out. Has this figure been deliberately depressed to allow for revenue leakage?

Our public officials should think like businessmen.

Matang Lawin made a good point. Public officials at all times should render public service with all humility and compassion. Poor people go to the Health Center for obvious reasons - they lack the money and they simply don't have an alternative. Treating them like dirt and heaping verbal abuse only compounds their woes.

If Zet were a doctor, he/she should be reminded of the Hippocratic Oath.

To All Oasnon;

I do agree every words redzar had put out, and to All of you who dears to abuse the privilege of using Aliases at this website, be were, as redzar put it, "To An Extent with the Law".

Being the web Originator, greg conde has nothing to do with any publications, nor any instructions, obligations to the viewers and publishers.

However, the history can tell to all that transpired trough this website, mostly are Fruitful, specially when it comes to a Oas / Oasnon projects, helping fellow Oasnon, or even Civic Projects. we / the Oasnon community are enjoying to that extent.

It is so sad. that we are experiencing such misunderstanding, uncontrolled voices of opinion, finger pointing, false accusations, bellow the belt false accusations, and the worst at all is hiding there identities.

But as you can see there is a freedom of speech, It is Highly recommended to use your real names, and Do Not be ashamed who you are. just be who You really Are.

Hope that in a short period of time we can fine Harmony and with respect and dignity to A Person, to one another. "Remember We Are ALL Created Equal" (Genesis I ).

Salamat Po, Today is the First Day of Advent, Let us prepared our selves. Light up that First Candle on your Altar, and Let us All Pray,...That Total Blessings will Come Upon us,..and To our Dear fellow Oasnon who are needy.

God Bless,

i re-configured the posting settings to enable anyone to post without my "intervention".

some people ask if greg conde is my friend. my answer is:"greg conde is a good friend of mine but our relationship ends there, as friends". he is very "blessed" in his ventures and i cannot cope with his pace so as for me to extend my relationship with him further than as friends instead of business colleagues. what i am saying is that: i cannot be a partner with any of his ventures since i am not qualified to partner with him. nevertheless, i don't deny we are friends and that we keep in touch as we did the other night. be that as it may - we differ on many issues and convictions and his decisions/actions are his and mine is mine.

so, for that tambayan guest to insinuate anything - anything at all - that i am a business partner of greg conde or a business associate of any kind, please be advised that i am not. not that i don't want to, but because i am not in any capacity or qualification to do so.

please do not construe this otherwise: i am not severing my friendship with greg conde. we are human beings and we are not animal birds that must have the same feathers to fly. we can still fly and enjoy life, and still retain our own true colours and individuality of convictions. thats the beauty of humanity. we differ in many issues and disagree on many things and yet we remain friends.

my commitment to oas and oasnons is to provide a venue, a platform of information/entertainment through oasnon.org. for me to be neutral, i cannot and will not indulge in the political affairs of oas and its leaders - thus, I cannot make any political comments of any sort here at the blogs, tambayan or oasnon.org as a whole. and what the bloggers, tambays or authors/writers contribute are their own thoughts and opinions and the readers must distinguish between the chaff and the grain. oasnon.org is not responsible for their articles and its content. their identities and privacy are sacred and protected to an extent allowed by law.

so please be guided accordingly. as you read, please make an informed decision to your conclusions.
