Ay susmaryosep! Unan? P200,000 was lost by the people thru the LGU for this project that was funded and approved by the Mayor and the Sanguniang Bayan? Wow, ha\'85to think that there is no new technology imbedded in this equipment to hasten the drying time of palay. This is not even a continuous system, where the palay is inputed on one end and comes out dried at the other end. &lt;br /&gt;

These are the 50 houses built from the funds given by the President in May2007 Fiesta for the reconstruction of houses damaged by typhoon \ldblquote Reming\rdblquote  in Dec,2006. Funds from DSWD were given out by the President during her visit to Oas. Each house cost P70,000 to build.This was completed and contained in the report of Ma\rquote am Carmen Rayel in Bandillo. &lt;br /&gt;
However,  it was  reported by the SB and Mayor Greg as their accomplishment Core Shelter Program where in 2007 EDF, P1M was supposedly spent and another P2.066M from 2009 EDF which includes the purchase of less than a hectare in Bagsa from the Conde family at the cost of P1.866M. That is a glaring P2M per hectare agri lot. The municipio is expecting that this will increase the value of lot buying in the area? &lt;/p&gt;

Also the lot is free because it is part of the municipal lot where the Bagsa public cemetery belong?  Do you see the template in previous projects?&lt;br /&gt;
Now we ask: Are we to be fooled all the time, because of our complacency to stand up and complain? Should we still trust these public officials who fooled us and will continue to fool us in the future. THIS IS SOCIAL INJUSTICE ALREADY,  and we should cry FOUL!\par&lt;br /&gt;

&lt;p&gt;Hi! Ako po si &amp;#8220;Maria Makiling&amp;#8221;, ang mayuming kaibigan ni daragang &amp;#8220;Magayon&amp;#8221;. Aking minarapat na makilahok sa inyong suliranin bilang isang matalik kaibigan ni &amp;#8220;Mayon&amp;#8221;.  Bilang isang diwata ng kabundukan, ako&amp;#8217;y nababagabag sa sitwasyon sa inyong bayan ng Oas lalo na sa mga kabundukan nito. Kayo ang may pinakamalaki at pinakamalawak na kabundukan sa lalawigan ng Albay, ngunit ito&amp;#8217;y di ninyo napapakinabangan. Ang mga tao dito ay kulang ang pagmamalasakit sa kalikasan at sa kanilang sariling pamahalaan na syang may kapangyarihan sa mga ito. Kapangyarihan na sa mga tao din galling.&lt;/p&gt;

&lt;p&gt;Ang mga tao ay may  suliranin sa pamahalaan, ngunit sila&amp;#8217;y di gumagawa ng nararapat para sa kanilang kapakanan. Sa adhikaing makatulong sa inyo at sa pasya ng aking kaibigang si &amp;#8220;Magayon&amp;#8221;, ako&amp;#8217;y magbibgay sa inyo ng tulong kung saan ako ay makikibahagi sa inyo ng aking kaalaman ayon sa mga impormasyon na nakakarating sa akin.  Ako ay sasama sa bawa&amp;#8217;t hakbang para sa pagbabago dito sa Oas na kasama ang mga Oasnon.&lt;br /&gt;
Ang pagbabagong ito ay nakikita ko na sa bawat isip, salita, at gawa ng mga Oasnon na nasa ibang lugar at ibang bansa sa buong mundo, nguni&amp;#8217;t ang mga nasa Oas as baon pa rin sa paniniwalang wala silang magagawa para ang kanilang bayan ay umagat sa kanyang kinalalagyan. Ang parating nasa isip ay bahala na si Meyor at nga consehal na halal ng bayan upang manilbihan. Sa larangan ng pagbabago, ang isip ng mga Oasnon, ay dapat ginagawa ng ibang tao o ng pamahalaan, at hindi sila mismo.&lt;br /&gt;
Paano nga kung ang mga ito ay hindi tapat sa kanilang tungkulin at sa kanilang sinumpaan sa Diyos na pangalagaan ang bayan at kalikasan? Paano kung pagkatapos ng eleksyon kanilang sariling bulsa na lamang ang inisip at nakaligtaan na ang kapakanan ng madla? Sino na ang tatakbuhan ng tao upang pagsumbungan ng mga pagkakamali at mga maruruming gawain ng nasa LGU na hindi nakakatulong sa madla?&lt;br /&gt;
Dahil sa kahirapan, ang mga tao ay wala ng magawa. Di na nila masubaybayan ang mga nangyayari sa gobyerno at sa mga gawain nito. Ang resulta sa lahat ng ito ay ang malaking katiwalian sa gobyerno na ang tawag ay &amp;#8220;CORRUPTION&amp;#8221;. Ito ang simula ng kawalan ng tiwala ng tao sa gobierno. Dahil ditto lalong namamayagpag ang mga tiwali upang ipagpatuloy ang kanilang &amp;#8220;money-making schemes&amp;#8221; maging, jueteng, drugs, illegal logging, illegal fishing (hulbot gabot). Ang mga ito ay nakakasira sa &amp;#8220;core values&amp;#8221; na itinuturo sa eskwela at lalu na sa simbahan.&lt;br /&gt;
At bakit nangyayari ito? Sa huling &amp;#8220;analysis&amp;#8221;, mga mamamayan din ang dapat na sisihin. Ang mga Oasnon kasi ay &amp;#8220;pasipara n asana pirmi&amp;#8221; o walang  pakikibahagi sa gobyerno&amp;#8230;. walang pakialam sa mga nangyayari&amp;#8230;.walang interes sa kanilang kinabukasan at pinaubaya&amp;#8217; na ang lahat sa mga nanunungkulan.&lt;br /&gt;
Dahil dito, malaki ang nawawala sa mga proyecto ng pamahalaang local. Harap-harapang ipinamumukha sa mga Oasnon, na kahit anong ipresenta sa Ulat ng Bayan ni Meyor at ng konseho, tiyak na lulunukin at sasang-ayunan na lang ng bayan ng walang kahit isang kontra.&lt;br /&gt;
Subalit, ang Diyos ay hindi natutulog. Ang adhikain ng nakararaming Oasnon sa abroad at sa Pinas sa labas ng Oas (gaya ng mga nasa metro manila at legaspi) at ang pag-uusap ng mga ito dito sa internet ay isang palatandaan na sila ay may pakialam(involvement)  sa kanilang bayan. Dapat naman siguro, dahil ang kanilang mga remittances sa mga kaanak sa Oas ay syang nagpapatakbo ng ekonomiya sa Oas. Ito ay hindi natin maipagkakaila. Kung akala ng mga nanunungkulan sa Oas  ay dina dapat makialam ang mga  nasa &amp;#8220;abroad&amp;#8221; na Oasnon, nagkakamali sila. Kung ihinto ng mga ito ang kanilang sustento sa pamilya sa Oas, kaya ba ng pamahalaan na magbigay hanapbuhay sa bawat pamilyang ngayon ay nagtatamasa ng dolyar, dirham, euro,..etc , upang mabuhay ng maayos sa Oas? Wala&amp;#8230;diba?&lt;br /&gt;
Isipin mo na lang, yung ibang bayan nga, gaya ng CAMSUR ay nangangampanya pa sa amerika at ibang lugar na umuwi sa CAMSUR at doon gastusin ang kanilang pera, Oas pa kaya? Ang CAMSUR namuhunan ng malaki, ang Oas  sentimyento at ala-ala lang ang puhunan at eto ay nakikita bawat &amp;#8220;re-union days in May&amp;#8221;. Ang mga Oasnon sa ibat-ibang bahagi ng mundo ay may malaking magagawa sa pagpaunlad ng kanilang bayan. Kung taon-taon lang sila ay makakabisita sa Oas, malaking pera na ang darating sa Oas. I-ikot na ang mundo ng Oasnon, dahil marami ang magpapagawa ng bahay, maraming mamamasyal, maraming kakain sa resauran sa Oas, maraming sisimba at mag-aabuloy sa simbahan, maraming tutulong sa kanikanilang eskwelahan, at marami ding matutulungang kamag-anak dahil makikita nila ang tutoong kahirapan sa buhay.&lt;br /&gt;
Ang sabi ng mga makalumang pag-iisip dyan (kagaya ng mga advisers ni Meyor at mga nakapaligid sa kanya): kung gusto nyo daw tumulong sa bayan ng Oas, kayo daw ay lumahok din sa eleksyon upang ang inyong nasa isip ay mabigyan ng kaganapan. Paliwanag yun ni Don Mape sa blog kay JP. Ayaw natin ng away, ngunit itong paliwanag na ito ay marahil may-saysay lang kung panahon ng eleksyon. Kung walang eleksyon, wala na bang ibang paraan upang makatulong ang isang mamamayang my magandang adhikain sa bayan? Kaya pala paarating taun taon na lamang, walang nangyayari sa mga nasa isip at salita ni Juan dahil ang hamon sa kanya: tumakbo muna sa eleksyon.&lt;br /&gt;
Sa kapaliwanagan ng madla, tao po ang may kapangyarihan. Ang halal ng bayan ay dapat ginagampanan lamang ang pagiging salamin ng gusto ng bayan at hindi ng kanyang personal na kagustuhan lamang.&lt;br /&gt;
Ito po ang pagtutuunan natin ng pansin ngayon, kung saan dapat manalamin ang pamahalaan sa kagustuhan ng bayan.&lt;br /&gt;
NGAYON, MAGSISIMULA TAYONG MANALAMIN SILA SA KAGUSTUHAN NG BAYAN.&lt;br /&gt;
Let us see, if the Mayor and his councilors are acting on projects the way the people want it! We have entrusted to them local governance for Oas. Are Oasnons short changed? Have we trusted them so much to the extent that we left everything to their discretions knowing that they will perform according to the mandates of their positions? Have they returned such trust with so much pride and confidence that their decisions calibrate to the benefits of the general public in terms of revenue income in revenue enterprises they invested in like the public market, the water system, the slaughterhouse; or have they betrayed our interests?&lt;br /&gt;
Salamat kay Juan Panunuwan at pina-alab nya ang mga dapat umapoy sa larangan ng pakikialam (involvement). Kayo din dapat nang maki-alam, NGAYON!  Gawin natin to para sa knabukasan natin at para sa bayan!&lt;br /&gt;

Kung ihinto ng mga ito ang kanilang sustento sa pamilya sa Oas, kaya ba ng pamahalaan na magbigay hanapbuhay sa bawat pamilyang ngayon ay nagtatamasa ng dolyar, dirham, euro,..etc , upang mabuhay ng maayos sa Oas? Wala&#8230;diba?<br />
Isipin mo na lang, yung ibang bayan nga, gaya ng CAMSUR ay nangangampanya pa sa amerika at ibang lugar na umuwi sa CAMSUR at doon gastusin ang kanilang pera, Oas pa kaya? Ang CAMSUR namuhunan ng malaki, ang Oas  sentimyento at ala-ala lang ang puhunan at eto ay nakikita bawat &#8220;re-union days in May&#8221;. Ang mga Oasnon sa ibat-ibang bahagi ng mundo ay may malaking magagawa sa pagpaunlad ng kanilang bayan. Kung taon-taon lang sila ay makakabisita sa Oas, malaking pera na ang darating sa Oas. I-ikot na ang mundo ng Oasnon, dahil marami ang magpapagawa ng bahay, maraming mamamasyal, maraming kakain sa resauran sa Oas, maraming sisimba at mag-aabuloy sa simbahan, maraming tutulong sa kanikanilang eskwelahan, at marami ding matutulungang kamag-anak dahil makikita nila ang tutoong kahirapan sa buhay.<br />
Ang sabi ng mga makalumang pag-iisip dyan (kagaya ng mga advisers ni Meyor at mga nakapaligid sa kanya): kung gusto nyo daw tumulong sa bayan ng Oas, kayo daw ay lumahok din sa eleksyon upang ang inyong nasa isip ay mabigyan ng kaganapan. Paliwanag yun ni Don Mape sa blog kay JP. Ayaw natin ng away, ngunit itong paliwanag na ito ay marahil may-saysay lang kung panahon ng eleksyon. Kung walang eleksyon, wala na bang ibang paraan upang makatulong ang isang mamamayang my magandang adhikain sa bayan? Kaya pala paarating taun taon na lamang, walang nangyayari sa mga nasa isip at salita ni Juan dahil ang hamon sa kanya: tumakbo muna sa eleksyon.<br />
Sa kapaliwanagan ng madla, tao po ang may kapangyarihan. Ang halal ng bayan ay dapat ginagampanan lamang ang pagiging salamin ng gusto ng bayan at hindi ng kanyang personal na kagustuhan lamang.<br />
Ito po ang pagtutuunan natin ng pansin ngayon, kung saan dapat manalamin ang pamahalaan sa kagustuhan ng bayan.<br />

Let us see, if the Mayor and his councilors are acting on projects the way the people want it! We have entrusted to them local governance for Oas. Are Oasnons short changed? Have we trusted them so much to the extent that we left everything to their discretions knowing that they will perform according to the mandates of their positions? Have they returned such trust with so much pride and confidence that their decisions calibrate to the benefits of the general public in terms of revenue income in revenue enterprises they invested in like the public market, the water system, the slaughterhouse; or have they betrayed our interests?<br />
Salamat kay Juan Panunuwan at pina-alab nya ang mga dapat umapoy sa larangan ng pakikialam (involvement). Kayo din dapat nang maki-alam, NGAYON!  Gawin natin to para sa knabukasan natin at para sa bayan!<br />

	Almost all the buildings in the public market have leaky roof and needs upgrading. Water services is poor, ventilation is poor, walkways are not cleared of debris &amp;amp; dark at night time, ambience is poor, poor lighting, poor garbage maintenance, over-all hygiene is poor. So where will Oasnons go for market? &lt;/p&gt;

&lt;p&gt;Isn&amp;#8217;t this the most viable business that the LGU can derive funds to finance other services for the general public? Or, is it still viable for them to operate it? This is the only most profitable area in every town ( you can name it!), but why not in Oas?&lt;/p&gt;

&lt;p&gt;These questions need the answers from the Mayor &amp;amp; SBs. Who is in-charge here? Still the Mayor, I guess. &lt;/p&gt;

&lt;p&gt;But wait, the Mayor and his councilors already poured P12.74 Millions only for a period of 3 years ending 2010? Is this supposed to calibrate into profits for the town to deserve almost 1 year IRA Developmental Budget of the Oas? The money invested is big, is the improvement proportionately present at site? &lt;/p&gt;

&lt;p&gt;When is the profit coming, when Mayor Greg and his cohorts are no longer there? I thought this, as poor planning but my friend called it, &amp;#8220;Smart planning&amp;#8221;. &lt;/p&gt;

&lt;p&gt;There is no more profit to talk about. Why? The people have not invested their lot by vigilance (listening, looking around &amp;amp; talking about it) and by participation (joining the bidding, becoming part of the labor force, or by monitoring the work, or do just anything-makialam sa pera ng bayan!).&lt;/p&gt;

&lt;p&gt;These LGU officials planned well where they can profit the most, so long as the people don&amp;#8217;t care to know what&amp;#8217;s going on. Indeed, they kept the people in complete darkness. They know that if the people do not participate in the budgeting, how will they ever know how much is being spent for every project. &amp;#8220;This way, they profit most who hides the budget best.&amp;#8221; That could be an adopted slogan in LGU-Oas. The profit&amp;#8230;they have encashed already, right Mr. Contractor?&lt;/p&gt;

&lt;p&gt;So&amp;#8230;.pano na ang Bayan natin? The money was invested on a project that doesn&amp;#8217;t expect any profit?  WOW WHAT A LOSS!&lt;br /&gt;
How come they call the public market in their budgeting as &amp;#8220;Revenue Enterprise&amp;#8221; of the Government. Just like the Water System and the Slaughterhouse. That&amp;#8217;s because a consistent income stream is expected from these revenue centers on a daily basis.&lt;/p&gt;

&lt;p&gt;So we insist, that the Mayor and his SB prove to the people of Oas that they invested peoples&amp;#8217; money where they deem it to calibrate into revenues, not 10 years from now, nor 2years from now&amp;#8230;but now. That&amp;#8217;s because these three enterprises has the &amp;#8220;CASH AND CARRY&amp;#8221; business for the town, NO CREDITS ALLOWED!&lt;/p&gt;

&lt;p&gt;That is why we ask: where&amp;#8217;s the beef, Mr Mayor? Why are you so silent, Messrs. Councilors?&lt;br /&gt;

WOW,&amp;#8230;&amp;#8230; WHAT A LOSS!&lt;/p&gt;

If these were there, we will seldom see Juan Panunuwan in town, because he will be busy tending his farm so that more produce can be sold in the palengke.  Maybe, we can see him drop by the rooftop for some lambanog drinks with his &amp;#8220;primos y kumpares&amp;#8221; in karaoke bars. &lt;/p&gt;

&lt;p&gt;All the Juanas will be happy shopping around for their kids toys, or clothes in the Ukay-ukay, or slippers from Marikina. People from Polangui or Ligao might find our palengke interesting because of the puto, mani, kakanin, binasusu&amp;#8217;, or cheap bounty harvests from Balugo, or the  veggies from Sabang &amp;amp;Manga areas. The forest products like anahaw leaves and trunk from Calpi and other farflung barangays in Oas.  WOW,&amp;#8230;WHAT A LOSS!&lt;/p&gt;

Because the truth is, it is rumored to be located right beside the public cemetery where other ghosts appear.&lt;/p&gt;
